In its first years of independence the Republic of Kazakhstan faced with such problems as overcrowded prisons, detention of convicted in old buildings, food shortage, poor medical care as well as a lot of transmissible diseases and mortality among convicted. But for the recent years the penitentiary system of Kazakhstan underwent positive changes. Government program of penal system development touched a number of specific issues concerning convicted. Due to the program implementation the material and technical resources improved for prisoners who showed their willingness to get education in the places of detention. According to the reference data from the Ministry of Labour and Social Security of the Republic of Kazakhstan, this facilitates employment of 30% of 13,000 persons, released from prisons. At present 46 correction facilities graduate professionals of more than 50 vocations. Upon completion of study the prisoners may work in correction facilities, and upon release they can find a job at civil enterprises.
At present, prisoners are provided with qualitative medical care and rehabilitation services. Special attention is given to nutritional standards. Reconstruction and repair of more than 70% of correction facilities is made. The primary objective of the program is decrease of crime rate, offences in correction facilities and prevention of person's relapse into criminal behaviour.
In the course of penal system reformation internal troops officers received training on internal order control in correction facilities. Now internal troops officers draw duty not only in traditional stations, but also in prosecution agencies, detention centres and prisons. This means that discipline in correction facilities is under strict control.
